the breaching of the levees holding back Lake Pontchartrain on Aug.
30, flooding 80% of the city. Federal and local officials were widely
criticized for their slow and inadequate response, stranding thousands
of refugees and fostering the breakdown of the social order, as
rescue operations and increasingly militant looters stretched local
law enforcement beyond its capacity. As of September 6, the mandatory
evacuation of the entire city remained in force, and Mayor Nagin
claimed that the death toll might reach 10,000.
